can i use a VGA to DVI converter to get the same functionality with my VGA cable?

my computer doesn't have a DVI outlet but my monitor is newer so it does. if i used an adapter to connect my VGA cord to the monitors DVI port would i get the same effects/benefits of digital? i also wanna do this with my xbox 360 VGA cord...if that makes a difference

No.

DVI comes in three flavors:

DVI-D is a digital signal.

DVI-A is an analog signal.

DVI-I is a connector that has the connections for both the digital signals and the analog signals.

A VGA to DVI adapter is really a VGA to DVI-A adapter. The signals in the cable are exactly the same, the only difference is the connector.

You can not convert analog to digital signals with a dongle. You could buy a converter, but why would you do that? There is a high quality converter in your monitor. What is the advantage of converting the signal at the system end of the cable?

For your computer, if you really want DVI-D then go out and buy a video card with DVI-D or DVI-I outputs.

For your Xbox, you are stuck with analog.
